Is there speed limit at which if you get caught they impound the car? Otherwise what is the fee?

No, there's no impounding in Sri Lanka for speeding. But it does have a FINE. Though the legality of that is a bit of a gray area now

I think they should fine for people driving on the sidewalk to get ahead in traffic.

They do fine for that. But I guess they don't do it all the time.
